


He does what he does for what he sees as the greater good and he isn't wrong.

Ashur is a perfect example of lawful evil. Problem is that his city is built on slave labor, and there is no way to tell if Ashur will truly give up power when a cure is for Troglodyte Degeneration Contagion discovered through Marie. His ultimate goal is to turn the Pitt into an actual oasis of civilization, using the steel mills to do so. So I can believe that he does have good intentions. Ashur used to be in the Brotherhood of Steel, but ended up trapped in the Pitt during the Scourage. Ashur himself isn't really a raider either. While Ashur does appear to be "evil", his intentions are good (at least going by what he tells you).
